British authorities have disclosed that they have not detected any breaches of ransomware sanctions imposed under the UK’s counter-ransomware regime, as reported by Recorded Future News.
The Cyber (Sanctions) (EU Exit) Regulations 2020 explicitly prohibit victims from making extortion payments to individuals and entities listed under the sanctions law without obtaining a license from the Office of Financial Sanctions Implementation (OFSI). Despite this, the OFSI has not received any reports of breaches involving payments made to designated entities.
The absence of reported violations prompts speculation on whether the sanctions are preventing victims from making extortion payments or if monitoring efforts are failing to detect such transactions. The challenge of attributing attacks to sanctioned individuals or entities further complicates the matter, potentially leading to prolonged legal disputes.
